Key Purposes of a Dust and Emissions Management Plan

A permitted site will typically require a Dust and Emissions Management Plan (DEMP) when its activities have the potential to generate dust or particulate emissions that could impact people, the environment, or nearby businesses. In practice, this usually comes up as part of an environmental permit application (new/variation) or as a result of an enforcement issue.

The requirement for a DEMP

The requirement for a DEMP essentially obliges an operator to put in writing how to keep dust at their site under control.

If you operate a regulated recycling site, DEMPs and management plans in general are not just a paperwork exercise. They are about making sure your day-to-day operations don’t create nuisances or harm to people or the environment. The Environment Agency (EA), helpfully, has a DEMP template (latest version 12), which, unhelpfully, is currently only available upon request. The template sets out a clear, structured way to create a DEMP, focusing on both visible dust (the kind that might settle on cars and windows) and finer particles like PM10s, which can affect health.

At its core, a DEMP follows the source–pathway–receptor model. Operators must first identify sensitive receptors within (at least) 500 metres of their site, including residential properties, schools, designated sites and commercial premises. Understanding local conditions, such as prevailing wind direction, topography and nearby dust-generating activities, is essential in assessing risk. The EA template emphasises the importance of mapping these receptors and justifying their sensitivity to site operations.

A detailed description of site operations is another key component of management plans. This includes how waste is delivered, handled, processed and stored. Activities such as tipping, loading, shredding and vehicle movements are common sources of dust. The template encourages operators to consider how site layout and infrastructure can minimise emissions, for example, by reducing double handling of materials, locating dusty activities away from sensitive receptors, and using impermeable surfaces to reduce dust generation.

Effective dust control relies on implementing appropriate mitigation measures. Common measures include covering waste loads, installing wheel washes, enforcing speed limits, and adopting “no idling” policies to reduce emissions from plant and vehicles.

Enclosing operations within buildings is highlighted as one of the most effective controls, particularly in sensitive locations, as it physically separates dust sources from receptors. However, we know this is not always realistic for all types of operations or sites.

Dust suppression techniques

Dust suppression techniques, particularly water-based systems, can play a vital role in controlling emissions. These range from simple hose-based damping to advanced misting systems and water cannons. However, the EA requires operators to demonstrate that sufficient water supply is available under worst-case conditions, such as prolonged dry and windy weather. Operators must also consider contingency measures, including ceasing operations if controls fail or during extreme weather events.

Monitoring and continuous improvement are central to an effective DEMP. Visual inspections are supplemented, where necessary, by realtime particulate monitoring equipment, often with trigger levels. These systems enable operators to respond quickly to elevated dust levels, investigate causes, and implement corrective actions.

Finally, the DEMP must include procedures for managing abnormal events and responding to complaints. The EA expects operators to investigate complaints promptly, typically within 48 hours, and to maintain records. Community engagement is encouraged, reinforcing the importance of transparency and maintaining good relationships with local stakeholders, a key part of running a successful recycling operation.

In summary, the EA DEMP requirements promote a comprehensive framework for dust management. By combining risk assessment, robust operational controls, monitoring, and continuous improvement, operators can minimise environmental impacts, maintain regulatory compliance, and protect both human health and local amenity.
